"This CLIR report summarizes and analyzes more than 200 recent research publications that focus on the use of electronic library resources (digital libraries and digital resources) and were published between 1995 and 2003. Eight major ongoing studies (each with multiple publications) are identified as Tier 1 studies and are analyzed in detail, while about 100 smaller-scale studies are classified as Tier 2 studies and are examined together. The goal of this report is to provide information that librarians can use to make important decisions about collections, services, and product design."

Scholarly Publishing Practice: the ALPSP report on academic journal publishers' policies and practices in online publishing, by John Cox and Laura Cox, Association of Learned and Professional Society Publishers (ALPSP), June 2003
"ALPSP has carried out a major new study of the policies and practices of 275 international academic journal publishers, both not-for-profit and commercial (with a remarkable 66% response rate, including all of the major publishers). "The Pew Internet & American Life Project has tracked the growth of Internet usage in the United States, from just under half of American adults in 2000 to about 59% of adults at the end of 2002. "Computer science has drawn from and contributed to many disciplines and practices since it emerged as a field in the middle of the 20th century. Those interactions, in turn, have contributed to the evolution of information technology: New forms of computing and communications, and new applications, continue to develop from the creative interaction of computer science and other fields. Focused initially on interactions between computer science and other forms of science and engineering, the Computer Science and Telecommunications Board (CSTB) began in the mid-1990s to examine opportunities at the intersection of computing and the humanities and the arts. In 1997, it organized a workshop that illuminated the potential, as well as the practical challenges, of mining those opportunities and that led, eventually, to the project described in this report."
"This report should be read with two conditions in mind: First, it is, by design, a record of the project, filled with descriptions, observations, conclusions, and recommendations intended to motivate and sustain interest and activity in the rich intersection of information technology (IT) and the arts and design. Second, in this book form it cannot possibly convey the exciting possibilities at that intersection. Instead, it presents examples and pointers to sites on the World Wide Web and in the physical world where that intersection can be observed and experienced. We urge the reader to treat this report as a primer and guidebook and to seek out instances of IT and creative practices–ITCP–directly."

"Like its constituent agencies and other organizations, the federal government generates and increasingly saves a large and growing fraction of its records in electronic form. Recognizing the greater and greater importance of these electronic records for its mission of preserving 'essential evidence,' the National Archives and Records Administration (NARA) launched a major new initiative, an initial Electronic Records Archives (ERA)...and asked the National Academies' Computer Science and Telecommunications Board (CSTB) to provide independent technical advice on the design of an ERA...This first of two reports is intended to provide quick, preliminary feedback to NARA on lessons it should take from SDSC (San Diego Supercomputer Center) work and to identify key ERA design issues that should be addressed as the ERA procurement process proceeds...The second report, anticipated in late 2003, will provide longer-term strategic recommendations to NARA on how to meet its electronic records archiving challenges."

"This document describes methods for the care and handling of optical discs for use by librarians and archivists in government, academia, and industry. The description comprises an overview of accumulated industry knowledge and results of specific studies by the National Institute of Standards and Technology (NIST)."
"The document provides guidance on how to maximize the lifetime and usefulness of optical discs, specifically CD and DVD media, by minimizing chances of information loss caused by environmental influences or physical handling. Discrete topic areas include prevention of premature degradation; prevention of information loss; CD and DVD structure; disc life expectancy; and conditions that affect optical discs. Other issues relevant to management or maintenance of optical systems are beyond the scope of this document. Excluded, for example, are such issues as care and maintenance of the disc drive device and associated hardware and software; digital rights and related legal questions; and methods of making, sending, and receiving digital copies, including analog-digital conversion procedures."

This survey tool kit has been developed due to the success of, and interest in, the Your Portal Priorities survey - developed as part of WP3. "Working in association with the JISC funded Iconex project the survey tool kit allows institutions to develop their own interactive, or text based, online survey. The tool kit will be used within work package 13 and is available for institutions to use when undertaking their own user requirements and/or evaluation activities. Survey of Scientific and Technological Information Needs in Less-Developed and Developing Countries, Section of Science and Technology Libraries, International Federation of Library Associations and Institutions (IFLA)
"This Web site brings together journal articles, publications, reports, conference proceedings, research, and Web sites on the needs of scientific and technological libraries in less-developed and developing countries. The literature survey includes both the activities of scientific and technological libraries as well as the needs of scientists and technologists and the implication on libraries. Due to its multi-disciplinary nature and the number of publications, this survey cannot include all relevant literature; its aim is to include representative literature covering all pertinent aspects and disciplines. Geographic coverage includes Africa, Asia, and South America. Languages concentrate on the five official IFLA languages: English, French, German, Russian, and Spanish. The literature search focuses on the fields of library and information science, and the subject disciplines of computer science, physics, chemistry, mathematics, astronomy, and geology. Year of publication goes back retrospectively as far as 1990. When available, links have been provided to fulltext documents. In most cases only bibliographic citations will be given, but in some, abstracts are included with the permission of the database producer, such as Library and Information Science Abstracts (LISA) and ERIC."

For DOA'03, the primary emphasis is on the distributed object infrastructure; for ODBASE'03, it is on the knowledge bases and methods required for enabling semantical use; and for CoopIS'03, it is on the interaction of such technology and methods within an organization or network of organizations. As they must, these subject areas overlap and, in fact, the organizers [have] specifically welcomed submissions in any of the areas that also emphasize the envisaged impact on or from relevant issues in the others. To stimulate this cross-pollination, a common program of representative keynote speakers, a joint tutorial program, and a common Industry Track that runs parallel with the entire event are being assembled."

First International Workshop on Web-based Collaboratories (Wbc-2003), from centres without walls to virtual communities of practice, 8 November 2003, Algarve, Portugal. In connection with IADIS 2003.
"The workshop intends to explore research, design and evaluation of web-based collaboratories. Recent developments of collaboratories broaden the original vision of a distributed science laboratory towards the emerging notion of collaboratories in use. Collaboratories in use intend to foster interactive knowledge production and integration amongst participants with initially diverse disciplinary or cultural backgrounds who have a domain or a task in common. Examples include collaboratories in rural tele-medicine, cross-national film research and design collaboratories. The evolving practices of creation and integration of knowledge in such collaboratories open up to new design and evaluation methods and development of new theory. So far, each collaboratory has been built as an independent effort. For future development of methods for design and evaluation of collaboratories, there is a need to exchange experience and lessons learnt from designers, researchers and users on developments of collaboratories in use."
